11. Tóm tắt các kết quả mới của luận án:
*Mục đích nghiên cứu: Hệ thống hóa cơ sở lý luận về dịch vụ trợ giúp xã hội đối với người cao tuổi; đánh giá thực trạng dịch vụ trợ giúp xã hội cho người cao tuổi tại các cơ sở chăm sóc ở khu vực nhà nước và tư nhân; phân tích các yếu tố ảnh hưởng đến dịch vụ trợ giúp xã hội, từ đó đề xuất các giải pháp nâng cao chất lượng dịch vụ xã hội với người cao tuổi trong các cơ sở chăm sóc người cao tuổi hiện nay.
* Đối tượng nghiên cứu: Dịch vụ trợ giúp xã hội cho người cao tuổi trong các cơ sở chăm sóc tập trung.
* Các phương pháp nghiên cứu đã sử dụng
- Để đạt được các mục tiêu nghiên cứu đề tài đã sử dụng một số các phương pháp chính như phương pháp phân tích tài liệu, phương pháp điều tra bằng bảng hỏi, phương pháp phỏng vấn sâu, phương pháp xử lý số liệu bằng phần mềm SPSS 22.0. Ngoài ra, đề tài còn sử dụng phương pháp trưng cầu ý kiến chuyên gia.
* Một số kết quả chính
- Luận án đã chỉ ra những đặc điểm về nhu cầu của người cao tuổi tại các trung tâm chăm sóc hiện nay. Kết quả nghiên cứu cũng cho thấy sự khác biệt về nhu cầu của người cao tuổi ở trung tâm công lập và tư nhân. Sự khác biệt về nhu cầu này được lý giải xuất phát từ hoàn cảnh sống, nghề nghiệp, thu nhập của người cao tuổi.
- Nghiên cứu đã phân tích, tổng hợp thực trạng cung cấp dịch vụ trợ giúp xã hội cho người cao tuổi, thể hiện ở việc đánh giá tần suất, mức độ hiệu quả, những khó khăn, thuận lợi trong quá trình cung cấp dịch vụ. Thực trạng này có sự khác biệt ở mỗi dịch vụ cung cấp cho NCT tại cơ sở tư nhân và công lập. Tuy nhiên, có một điểm giống nhau căn bản đều là tính chuyên nghiệp của đội ngũ nhân viên trợ giúp xã hội còn hạn chế ở cả hai loại hình cơ sở.
- Nghiên cứu đã xác định và phân tích các nhóm yếu tố ảnh hưởng mạnh mẽ nhất đến cung cấp dịch vụ trợ giúp xã hội cho người cao tuổi tại các cơ sở chăm sóc như: (1) Yếu tố luật pháp, chính sách; (2) Yếu tố từ cơ sở cung cấp dịch vụ (cơ sở vật chất, hệ thống loại hình dịch vụ, đội ngũ nhân viên), (3) Yếu tố từ bản thân người cao tuổi, và (4) Yếu tố từ gia đình người cao tuổi.
- Từ kết quả thực trạng, đề xuất một số giải pháp khả thi nhằm nâng cao hiệu quả cung cấp dịch vụ trợ giúp xã hội cho người cao tuổi tại các cơ sở chăm sóc hiện nay.
Đóng góp mới của luận án
Ý nghĩa khoa học
- Kết quả nghiên cứu của luận án cung cấp hệ thống khái niệm công cụ về người cao tuổi và dịch vụ trợ giúp xã hội cho người cao tuổi trong các trung tâm chăm sóc. Góp phần kiểm chứng, phát triển các lý thuyết như thuyết nhu cầu, thuyết hệ thống sinh thái và thuyết vai trò xã hội. Thông qua kết quả nghiên cứu góp phần nâng cao nhận thức của cộng đồng, xã hội về chăm sóc Người cao tuổi (NCT). Góp phần bổ sung luận cứ khoa học cho việc hoạch định, triển khai và cải thiện các chính sách xã hội cho NCT.
Ý nghĩa thực tiễn
- Đề tài nghiên cứu thực trạng dịch vụ trợ giúp xã hội cho NCT tại các trung tâm chăm sóc NCT của Hà Nội, qua đó đề tài muốn làm rõ thuật ngữ “dịch vụ trợ giúp xã hội cho NCT” cũng như phác họa bức tranh về việc cung cấp và tiếp cận dịch vụ trợ giúp xã hội của NCT dưới góc độ công tác xã hội (CTXH) trong các trung tâm chăm sóc NCT hiện nay. Cũng thông qua đề tài này tác giả mong muốn hệ thống cơ sở lí luận và thực tiễn của nghiên cứu giúp các cơ sở đào tạo có thêm tư liệu trong giảng dạy, định hướng đào tạo chuyên ngành về dịch vụ CTXH/trợ giúp xã hội với NCT.
Kết luận
- Nhu cầu của người cao tuổi trong các cơ sở chăm sóc công lập và tư nhân có những điểm tương đồng và khác biệt. Sự khác biệt về nhu cầu, điều kiện sống, việc làm và thu nhập của người cao tuổi có những ảnh hưởng khá lớn tới nhu cầu sử dụng dịch vụ trợ giúp xã hội.
- Dịch vụ trợ giúp xã hội cho người cao tuổi trong các cơ sở chăm sóc có sự khác biệt về tần suất cung cấp và hiệu quả của mỗi dịch vụ, tuy nhiên, không có sự khác biệt về tính chuyên nghiệp của đội ngũ nhân viên cung cấp dịch vụ.
- Một số giải pháp cần đặt ra: hoàn thiện cơ chế, chính sách về người cao tuổi nhằm thúc đẩy và đa dạng hóa các mô hình chăm sóc, có cơ chế, chính sách khuyến khích khu vực ngoài công lập tham gia cung cấp dịch vụ chăm sóc người cao tuổi tại cộng đồng, tạo môi trường bình đẳng, lành mạnh cho khu vực ngoài công lập khi tham gia các dịch vụ chăm sóc xã hội; đẩy mạnh và tạo điều kiện cho đội ngũ nhân viên học tập nâng cao trình độ chuyên môn, nhất là đào tạo chuyên sâu về lĩnh vực công tác xã hội với người cao tuổi, cần bổ sung thêm các chính sách, qui định đãi ngộ đối với nhóm nhân viên trợ giúp xã hội cho người cao tuổi là giải pháp được lựa chọn cao nhất. Tiếp theo là giải pháp từ cơ sở cung cấp dịch vụ: cải thiện cơ sở vật chất, trang thiết bị, cải thiện thủ tục hồ sơ, đa dạng các loại hình và phương thức cung cấp dịch vụ nhằm đáp ứng nhu cầu ngày càng cao của người cao tuổi trong cộng đồng, kể cả những người có thu nhập thấp. Cuối cùng, cần đẩy mạnh hoạt động truyền thông nâng cao nhận thức của người cao tuổi, gia đình và cộng đồng trong chăm sóc, hỗ trợ người cao tuổi.
12. Các hướng nghiên cứu tiếp theo
Trong khả năng của mình, nghiên cứu sinh mong muốn tiếp tục nghiên cứu sâu hơn, toàn diện hơn về xu hướng sử dụng dịch vụ trợ giúp xã hội cho người cao tuổi trong các cơ sở chăm sóc, trong đó tập trung vào đánh giá về nhu cầu của người cao tuổi ở công lập và tư nhân, khả năng đáp ứng nhu cầu đó từ hệ thống dịch vụ trợ giúp xã hội của các cơ sở chăm sóc người cao tuổi hiện nay trong bối cảnh già hóa dân số, tiếp đó nghiên cứu sinh mong muốn tiếp tục có những đánh giá sâu hơn về giải pháp đào tạo công tác xã hội với người cao tuổi của đội ngũ nhân viên trợ giúp xã hội trong các cơ sở chăm sóc.

11. Summary of the new findings of the thesis:
* Research purpose: Systematize the theoretical basis of social support services for the elderly; Assess the current status of social support services for the elderly in private / public care facilities; analyze the factors affecting social support services, thereby proposing solutions to improve the quality of social services for the elderly in care facilities.
* Research subjects: Social support services for the elderly in intensive care facilities.
* Research methods used
- To achieve the research objectives, a number of main methods were used such as document analysis method, survey method by questionnaire, in-depth interview method, data processing method by SPSS 22.0 software. In addition, the Poll of experts was also used.
* Some of the main results
- The thesis has pointed out the characteristics in the elderly’s needs in nowaday care centers. The study results also show the difference in these needs between public and private centers. It is explained by the living situation, occupation, and income of the elderly.
- The study analyzed and synthesized the current status of social support services provided to the elderly, which was expressed in the frequency, the level of effectiveness, the difficulties and advantages being assessed during service provision. There are differences in each service provided to the elderly between private and public facilities. However, one basic similarity is that the professionalism of social workers is limited in both types of facilities.
- The study identified and analyzed the groups of factors that have the strongest influence on the provision of social support services to the elderly in care facilities such as: (1) Laws and policies; (2) Service providers (facilities, service system, staff), (3) The elderly themselves, and (4) Their families.
- From the actual results, a number of possible solutions to improve the efficiency of social support services provided to the elderly in care facilities have been proposed.
New contributions of the thesis
Scientific significance
- The research results of the thesis provide a system of conceptual tools about the elderly and social support services for the elderly in care centers. This contributes to the testing and development of theories such as: theory of the elderly’s needs, theory of ecological systems and theory of their social roles. Through the research results, the awareness of the community and society about caring for the elderly is partly enhanced. These results also contribute to supplementing scientific arguments for the planning, implementation and improvement of social policies for the elderly.
Practical significance
- The thesis researches the current status of social support services provided to the elderly in care centers in Hanoi, through which the topic wants to clarify the term "social support services for the elderly" as well as sketch a picture of the service provision and the elderly's ability to access social support services from the perspective of social work in elderly care centers. Also through this topic, the author wishes that the theoretical and practical basis of the research will help training institutions to have more materials in teaching, orientation for specialized training on social work services/social support for the elderly
Conclusion
- The elderly’s needs in public and private care facilities have similarities and differences. The differences in their needs, living conditions, occupation and income have a significant impact on their need for social support services.
- Social support services for the elderly in care facilities vary in frequency and effectiveness of each service, however, there is no difference in the professionalism of the service staff.
- Some solutions should be proposed: complete mechanisms and policies on the elderly to promote and diversify care models; build mechanisms and policies to encourage the non-public sector to participate in providing elderly care services in the community, create an equal and healthy environment for the non-public sector when participating in social care services; promote and create conditions for the staff to study and improve their professional qualifications, especially providing in-depth training in the field of social work for the elderly; Supplementing policies and regulations on remuneration for social workers is the most chosen solution. Next is solution by the service provider: improve facilities and equipment, improve application procedures, diversify types and modes of service provision to meet the increasing needs of the elderly in the community, including those with low incomes. Finally, it is necessary to promote communication activities to raise awareness of the elderly, their families and the community in caring for and supporting the elderly.
12. Further research directions
In my capacity, the PhD student wishes to continue to do more in-depth and comprehensive research on the trend of using social support services for the elderly in care facilities, focus on assessing the elderly’s needs in public and private centers, and the ability to meet those needs by the current system of social support services in elderly care facilities during population aging, the PhD student wishes to continue to have more in-depth evaluation of the solutions for training social work provided to the elderly of social support staff in care facilities.
